DB2HMON AGENT AND DB2THROT DEADLOCK BETWEEN LATCH AND SEMAPHORE,LEADING TO DB2HMON HOLDING THE OLDEST TRANSACTION |

| Problem description: |
When DB2HMON agent has deadlocked with db2throt process, the
database very likely will run out of logfiles at some point in
time, by DB2HMON holding the oldest transaction. Reaching
NUM_LOG_SPAN nor FORCE APPLICATION will get the agent out of the
hang. The instance needs to be stopped with db2_kill to clean
the situation. The needed crash recovery afterwards might need
longer to complete, as more logfiles need to be processed.
