HUGE LATCH CONTENTION ON DBLATCH DURING HEAVY CONNECT OR DISCONNECT |

In an environment that involving lots of connects, disconnects
and reconnects connections may experience a slowdown due to
latch contention on the dblatch. |

* PROBLEM DESCRIPTION: *
* During connect and disconnect processing the dblatch must be *
* acquired at various times to serialize access to data. In *
* Two places (in sqeApplication::AppStopUsing when it checks *
* the db state and in *
* sqeLocalDatabase::ShouldWeStartBackgroundAgents when it *
* checks the dbstate) it has been determined that these checks *
* can be made without acquiring the dblatch. These changes *
* result in less contention on the dblatch and so improves *
* performance. *
