MEMORY LEAK MAY HAPPEN IN MONITOR COMPONENT DURING DATABASE CREATION.

Problem description:
Memory leak can happen in Monitor component during database 
creation. Each database creation will cause around 18K memory 
leak in instance monitor heap memory pool.
