MEMORY LEAK HAPPENS IN CATALOG SERVICES DURING DATABASE CREATION

Problem description:
Memory leaks happen in Catalog Service component during database 
creation. Each database creation will cause around 26KB memory 
leak in OSSe private memory pool.
