ENHANCE TABLESPACE BLOCKING WAITER CONTROL BLOCK LIST DEFAULT VALUE

Problem description:
There are situations where db2 redo master (redom) thread will 
spend time waiting for free entry in the tablespace blocking 
waiter control block list thereby affecting HADR standby and 
rollforward performance. This waiter control block is needed 
whenever a tablespace blocking log record is processed by the 
redom thread. This APAR will enhance the code that chooses the 
default value for this parameter.
