DB2 CRASHES WHEN RUNNING A DB2TRC WITH -APPHDL OPTION

Problem description:
When running a db2trc with 'applicaiton handle/id' option, a 
corruption of a function pointer was observed on AIX platform, 
which may lead to a db2 engine crash. The problem occurs in rare 
circumstances. This APAR adds necessary logic/code to protect 
the function pointer and thereby preventing the crash.
