DB2 FOR LUW / DB2FORLUW / 950 - DB2

db2dart & INSPECT report a false message about DMS Header free 
space offset, this is normal to have this, and the REDIST should 
already be fixed to cope with this condition.  the check should 
be remove from both db2dart & INSPECT commands.
