DROP INDEX SLOWS PERFORMANCE FOR ROLLFORWARD AND HADR STANDBY |

| Problem description: |
When drop index operations are replayed on standby, they slow
down redo threads such that standby buffer gets full and causes
HADR congestion, which will, in turn, block commits on the HADR
primary side. |
