SQLERRM is not set when a user-defined message for RAISE_APPLICATION_ERROR
function exceeds 70 bytes.

Problem description:
When calling RAISE_APPLICATION_ERROR with a message which 
exceeds 70 bytes, SQLERRM shows nothing. It should show the 
message truncated at 70 bytes.
