RARE CONDITION COULD CAUSE A THREADSAFE FENCED ROUTINE REQUEST TO HANG

Problem description:
Under a rare condition when executing threadsafe fenced 
routines, the communication between the agent and the fenced 
mode process could be out of sync, which leads to a hang in the 
agent while it is holding the ipcLatch. This condition can only 
happen when the routine is fenced, and threadsafe. 
 
Agent's stack should look similar to below:
