DB2 - Problem description

'DB2SUPPORT' THROWS AN ERROR WHEN RUN FROM DOS COMMAND PROMPT IN
WINDOWS

Problem description:
When 'db2support -h' is run from the DOS command prompt and not 
DB2 command prompt , it throws an error : 
 
C:\000VS>db2support -h 
Invalid command syntax. 
Please run "db2support -h" for help information. 
 
In this fix db2support will be made to throw more meaningful 
error when not run from DB2 command Prompt.
