INDOUBT TRANSACTION PROCESSING FAILS WITH FATAL LOGIC ERROR

RESTART DB will randomly fail with the following error: 
 
restart db sample 
  SQL10003C  There are not enough system resources to process 
the request.  The request cannot be processed.
