"DMS REBALANCER IS ACTIVE" STATE LOST AFTER ONLINE TABLE SPACE

Problem description:
Assume the state of a DMS table space shows 
 
"Offline" (SQLB_OFFLINE) 
"Roll forward pending" (SQLB_ROLLFORWARD_PENDING) 
"DMS rebalancer is active" (SQLB_REBAL_IN_PROGRESS) 
 
The table space is offline for example due to a problem 
accessing one of its containers. The user corrects this problem, 
and the table space is brought online during the next table 
space start. The "Offline" state will be removed. Then an online 
table space rollforward is issued against the table space. The 
"Roll forward pending" state will be removed, which is correct. 
However, the "DMS rebalancer is active" state will disappear, 
too, which is incorrect. No rebalancing will take place. 
 
The fix is to ensure that the "DMS rebalancer is active" state 
persists even after a successful rollforward, and the rebalancer 
is started automatically after the rollforward finishes.
