DB2 - Problem description

WHEN STARTING DB2 USING THE DB2START COMMAND ON A BUSY SYSTEM, NOT ALL DB2
DATABASE PARTITION RESOURCE GROUPS ARE UNLOCKED.

Problem description:
After issuing a db2start command as the instance owner, TSA MP 
does not unlock some database partitions, and the DB2 partition 
resource remains offline. Furthermore, the following db2diag.log 
message is seen for the affected partition during db2start
