DB2START LEADS TO DEADLOCK/TIMEOUT WHEN MEMBER IS IN RESTART LIGHT |

| Problem description: |
When a member is in rl mode, and user drives a db2start
- db2start attempts to start in rl mode
- that never completes in notification logic sysc hangs
- rl node got killed
- db2start never gets response and times out
Meanwhile until db2start times out, CM drives restart for the
home host that is user driven start trying to do rl for the very
same one gets start stop pending many times and keeps failing
until user driven start is finished. |
