PD LOG FACILITIES' FILE PERMISSIONS ARE NOT RESPECTED

Problem description:
PD log facilities are for diagnostic log files other than 
db2diag.log and admin logs, such as db2optstats.#.log, 
db2event.#.log, db2redist.log, db2resync.log, stmm.#.log, etc. 
Their file permissions (e.g. 640 or 664 ) may be overwritten to 
664 or even 666.
