DB2 - Problem description

SYSIBM.SQLFOREIGNKEYS QUERY IS SLOWER WHEN THERE ARE NO FOREIGNKEYS WHEN
RETURNALIAS=0

Problem description:
This addresses an issue where the query is slower when there are 
no Foreignkeys when returnAlias=0, but when there are 
Foriegnkeys returnAlias=0 is faster than returnAlias=1.  This 
was only seen on Solaris and couldn't be replicated on HP or 
AIX.
