Problem description:
VARCHAR_FORMAT or TO_CHAR function returns SQL20477N if 
decimal-floating-point-expression is less than 1E-6 in decimal 
notation. 
 
The following statement illustrates the error. 
 
db2 connect to <dbname> 
db2 "values to_char(0.0000001, 90.0000000)"

SQL20477N  The "VARCHAR_FORMAT" function is not able to use 
format string "90.0000000" to interpret the argument "1E-7".
