DB2 - Problem description

REMOVE ERROR MESSAGE ECF_SQLHA_CREATE_GROUP_FAILED FROM DB2DIAG WHEN ONE OF
THE NODES IS OFFLINE

Problem description:
In DB2 HADR setup with TSA, when one of the nodes goes offline, 
we often see the following misleading error messages in 
db2diag.log which are not real error messages. The message is 
output because IBM.Test resource cannot be created since one of 
the nodes is offline.

These error messages can be ignored. 
 
With this fix we will remove these misleading error messages to 
avoid further confusion with users.
