USING DB2PRIORITIES OR DB2_RESOURCE_POLICY TO SET EDU PRIORITIES DOES NOT
WORK

Problem description:
When using DB2PRIORITIES or DB2_RESOURCE_POLICY to set EDU 
priorites, various incorrect behaviours are seen, on both EE and 
DPF instances. 
 
1) EE/DPF - DB2PRIORITES - priorities not set 
2) EE/DPF - DB2_RESOURCE_POLICY - db2start fails with SQL1220N

Local Fix:
Use the 'setsched' tool, provided as part of the AIX perfpmr 
package, to adjust thread priorities manually.

Problem was first fixed in Version 10.1 Fix Pack 2.
