DB2 CREATE TABLESPACE COMMAND CAN FAIL WITH SQL0289N WHEN FILE SYSTEM SIZE
EXCEEDS 16 TB

Problem description:
Create tablespace command in an SMS tablespace may fail with 
SQL0289N error in storage system with very large file system 
sizes exceeding 16 TB.  However os commands such as dd will be 
able to create files in that file system with no errors.
