Problem description:
When an activities event monitor is active and detailed activity 
collection is enabled through a COLLECT ACTIVITY DATA WITH 
DETAILS clause on a WLM object, the ACTIVITYSTMT table does not 
capture SQL statements compiled using the REOPT ALWAYS bind 
option.
