Problem description:
TO_CHAR and other built-in functions could not be pushed down 
under following conditions: 
1. the built-in functions have an internal format with a NULL as 
parameter 
2. the server's server option db2_null_in_select is set to N, 
such as the default setting of AS400 data sources
