Upgrading a database from DB2 version 9.7 or 9.8 may fail with 
the following error: 
 
SQL0727N  An error occurred during implicit system action type 
"3". 
Information returned for the error includes SQLCODE "-270", 
SQLSTATE "42997" 
and message tokens "115".  LINE NUMBER=1.  SQLSTATE=56098
