REMOVE SMALL AMOUNT OF UNNECESSARY OVERHEAD BUILT INTO DBMS SET SIZING

Problem description:
This APAR removes a small amount of unnecessary overhead that 
was being added to the sizing of the DBMS memory set size 
(approximately 25% of the configured sizes of the fcm* memory 
pool located in the DBMS memory set). 
 
Note the excess memory is only backed by real memory on Solaris, 
and can be ignored on other platforms.  While the initial sizing 
counts towards instance memory usage, the excess unused memory 
will be automatically reduced if needed for other purposes 
(database memory requirements, STMM tuning, etc.)
