REPLACE OLD API OCIENVINIT AND?OCIINITIALIZE TO OCIENVCREATE SINCE ORACLE HAS NOT SUPPORT IT ANYMORE

Problem description:
The old API OCIEnvInit and OCIInitialize were deprecated already and replaced by OCIEnvCreate which is the new API provided by Oracle upper than 8i replacing OCIEnvInit. After the change, Customer can't use the version equal and lower than Oracle V8i client.
Problem Summary:

Local Fix:
No workaround since Federation Server doesn't support Oracle V8i now.
