DB2 - Problem description

POSSIBLE ABEND DURING SQLCONNECT CALL WHEN CONNECTIONS ARE FORCED ON THE
SERVER SIDE.

Problem description:
The following stack trace can be observed in the client 
application. 
 
SQLConnect2 
SQLDriverConnect2 
SQLConnect1 
SQLConnect 
 
The problem is very timing sensitive and there needs to be an 
action on the server side that raises a connection error whilst 
the client code is processing the SQLConnect call. e.g. a force 
applications all or a quiesce database immediate force 
connections
