UNNECESSARY FILE LOCKING ATTRIBUTE

Problem description:
At times e.g. database activation, update of the database config 
... DB2 may need to know if the Instance is running in a HA 
envionment. 
To do this it has a function, sqlhaAmIinClusterEnvironment 
If the dbm cfg value CLUSTER_MGR is set, then this function will 
open and exclusively lock a HA file that exists in the instance 
directory. 
In a ( large ) DPF environment, with the instance home directory 
mounted, this may lead to long delays as access to the file is 
effectively serialized.
