UPGRADE FROM DOWNLEVEL PERMITS OTHER CONNECTION FROM SAME USER PERFORMING UPGRADE TO CONNECT AND CRASH THE SERVER. |

| Problem description: |
When restore a downlevel database backup on a higher level
instance which is quiesced we end up downgrading the upgrade
connection from super exclusive to exclusive. This can allow
other connections from user performing upgrade to get through
and crash the server.
