QUERY PERFORMANCE ISSUE DUE TO STATISTICS PREVENTING PUSHDOWN OF JOINS

Problem description:
Query containing UNION ALL join, may perform badly due to 
statistics which prevent the push down of joins. 
 
This is a costing issue. The push-down makes progress only when 
query rewrite thinks the estimated join cardinality is not more 
than the outer LEFT OUTER JOIN.
