RUNSTATS MAY COLLECT INCORRECT VALUES FOR AVGPATITION_PAGE_FETCH

Problem description:
RUNSTATS may collect incorrect values for 
AVGPARTITION_PAGE_FETCH_PAIRS where buffer size value  for two 
consecutive pairs is the same but the page fetch value is not 
the same. 
 
This fails to meet the condition: For 
AVGPARTITION_PAGE_FETCH_PAIRS, if the buffer size value is the 
same in two consecutive pairs, then page fetch value must also 
be the same in both the pairs. 
 
 
This may cause sql1227 RC 10 when using these statistics 
(retrieved with db2mimic) to update the sysstat.indexes columns.
