Local Fix:
Reorder SELECT list using OLAP function first. E.g if original
statement was:
SELECT 'CONSTANT', ROW_NUMBER() OVER (PARTITION BY 1),[...],
SUM(COLCOUNT) FROM T1;

rewrite it in following manner:
SELECT ROW_NUMBER() OVER (PARTITION BY 1), 'CONSTANT', [...]
SUM(COLCOUNT) FROM T1;
available fix packs:
DB2 Version 10.1 Fix Pack 4 for Linux, UNIX, and Windows
DB2 Version 10.1 Fix Pack 6 for Linux, UNIX, and Windows

Solution
Problem was first fixed in DB2 version 10.1 and Fix Pack 4.
