COLLATION_KEY_BIT MIGHT GENERATE EMPTY STRINGS IN ORACLE MODE IF INPUT

Problem description:
The COLLATION_KEY_BIT function might generate empty strings 
while running in Oracle mode if the input string consists of 
nothing but one or more blank characters. In Oracle there is no 
concept of an empty string. Instead of an empty string, 
the COLLATION_KEY_BIT function should return NULL.

Local Fix:
