THE OPM CPU MONITOR (OPM V5.1) USES DB2 API WHICH IS GIVING INCORRECT RESULTS |

| Problem description: |
The "db2 metric CPU_USAGE_TOTAL reported by the
SYSPROC.ENV_GET_SYSTEM_RESOURCES" is different than value
returned by vmstat on AIX. This dependency is due to usage of
partition-unaware API. |
