MERGE STATEMENT WITH OPTIMIZER DIRECTIVE EXECUTED WITH PDQ RETURNS 230/101

Problem description:
Running a merge statement with an ORDERED directive and PDQ 
priority return an error 230/101. 
The merge query looks like this: 
 
set pdqpriority 100; 
  merge {+ORDERED} into nom_dt_50 t50 using 
    bsp_dte100 t100 on 
    t50.stm_id = t100.id 
when matched 
then 
 
    update set bsp_bk = substr(value, 1, length(value) - 4)
