'ERROR OPENING FILE' WHEN TRYING TO CREATE OR ADD A RAW DISK DBSPACE OR CHUNK

Problem description:
Creating a dbspace or adding a chunk fails with 'Error opening file', when the specified path points to a raw disk. It works fine when using cooked files.
