LOCALE MISMATCH WARNING NO LONGER RETURNED WITH INCORRECT DB_LOCAL SET |

| Problem description: |
In 11.50 version of the engine, if the customer sets
IFMX_UNDOC_B168163 and connects to a database with
an incorrect DB_LOCALE set the following warning is returned:
Warning: DB_LOCALE environment variable does not match locale of
the database.
In 11.70 and above this warning is not returned. |
