WINDOWS: ARCHECKER UNABLE TO READ IF TAPEDEV/AC_TAPEDEV PATH HAS SPACES

Problem description:
If $ONCONFIG TAPEDEV is defined with Windows Long File Name 
format, with spaces in between the paths, archecker will fail to 
read the archive. 
 
in $ONCONFIG 
TAPEDEV C:\Program Files\IBM Informix Software Bundle\tapedev 
 
When running archecker, it would show AC_TAPEDEV as "C:\PROGRAM" 
only and failed to get the full path.
