NUM_NULLS NOT EXTRAPOLATED FOR RUNSTATS WITH TABLE SAMPLING

Problem description:
When running sampling on tables the value for num_nulls is not 
extrapolated correctly. 
If the sampling is on 10% of the table data then the num_nulls 
will be at about 10% of the expected value.
