ADDITIONAL FIX ON TOP OF APAR IT07926 (CARTESIAN JOIN PREDICATES)

Problem description:
Performance may be poor for queries involving COLUMN ORGANIZED 
table that are referenced by cartesian join predicates. This 
APAR will fix additional issues encountered on top of APAR 
IT07926 (see this APAR for more details). 
This APAR is applicable when there are large number of joins 
causing optimizer to drop to greedy join enumeration.
