ON PARTICULARLY BUSY SYSTEM, SNAPTAB_REORG MIGHT RARELY RETURN REORG_STATUS

Problem description:
On particularly busy system, SNAPTAB_REORG administrative view 
and SNAP_GET_TAB_REORG table function might rarely return 
REORG_STATUS of '0'. 
This might happen when the reorg status is collected in a very 
short window during the initialization of Monitor control block.

Local Fix:
