DB2DSDCFGFILL GETS ERROR SQL3901N WITH REASON CODE "22"

Problem description:
When you run the db2dsdcfgfill command on AIX it fails, 
outputting the message: 
 SQL3901N  A non-severe system error occurred.  Reason code 
"22".

Solution
Problem was first fixed in Version 9.7 Fix Pack 5. 
At a minimum, this fix should be applied to the installation 
where you run db2dsdcfgfill.
