HIGH PRIVATE MEMORY USE AND LONG EXECUTION TIME

Problem description:
Runstats with sampled detailed index option on a range 
partitioned table can result in excessive private memory 
utilization and require long time to complete, as sampling is 
not effectively applied on all partitions of the table. Large 
tables are especially susceptible to the problem.
