PERFORMANCE IMPROVEMENTS TO REDUCE WAITS RELATING TO PARTITION OR DBSPACE MUTEX

| Problem description: |
Following the fix for IT41654 "Massive parallel activity to the
same table can create a bottleneck on mutex wait pt_partnum"
where there are a large number of threads operating concurrently
on the same table, it may be possible to observe a number of
threads waiting, with zero wait time, on the mutex for the main
partition associated with the table. At a lower frequency if may
also be possible to observe waits for the mutex associated with
the dbspace where that partition is located.
The type of stack seen for the threads may vary according to
whether the table is fragmented. The top part of some example
