ER STARTUP FAILURE DUE TO BAD CDR_QDATA_SBSPACE CONFIGURATION POTENTIALLY LEADING TO ASSERTIONS

| Problem description: |
If, at server startup, Enterprise Replication failed to start
this way, because of a mis-configured CDR_QDATA_SBPACE:
14:58:12 CDR: Error while constructing CDR smart blob space
list.
14:58:12 No smart blob space configured for CDR
14:58:12 CDR Initialization failed (CreateCdrCB failed).
a remaining pointer in shared memory, to what was meant to be
come ER's main control block, can confuse other parts of the
server.
