REDUCE CONTENTION ON DDH CHAIN MUTEX FOR OPERATIONS ON SAME DATABASE TABLE

| Problem description: |
when a large number of threads perform concurrent operations
relating to the same database table and those threads require
access to the table's data dictionary information, they may be
required to wait for short periods of time prior to gaining
access.
This may be seen in the output of the commands "onstat -g lmx"
or "onstat -g wmx" as a long list of waiting thread ids for
"ddh_chain", generally with a wait time of zero seconds |
