USING A MULTIBYTE LOCALE, A FORM FIELD IS BLANKED IF THE COLUMN DATA IS LESS THAN THE SPACE IN THE FORM FOR THAT COLUMN

| Problem description: |
Using a multibyte locale i.e. CLIENT_LOCALE=en_us.utf8, the data
in a form field can disappear if the column data is less than
the allocated space in the form for that column. The order of
the fields in the form also seems to be a factor. |
