CDR SYNC/CHECK REPLSET --ALLREPL --BACKGROUND CRASHING THE DATABASE SERVER

| Problem description: |
Combining the --allrepl (-A) and the --background (-B) options
of 'cdr sync replicateset' or 'cdr check replicateset' will
crash the connect server soon after in ERCommand thread:

| Local Fix: |
- bring up the server using oninit -D, so without starting ER
- locate and delete any rows in syscdr:replcheck_restart_tab
reflecting those two options
(or update their replcheck_restart_object to contain empty
string ("") rather than NULL)
- cdr start |
