FIXING RCCOPENDUMMYCONNECTION TO USE SQLCC CALLS INSTEAD OF DRDATO ATTEMPT TO OPEN AN SSL CONNECTION WITH TARGET SERVER.

| Problem description: |
Original issue occured as a result of a call to
rccOpenDummyConnection when there already exists a connection.
This will cause the communication manager to get reset on a call
to rccOpenDummyConnection which sends back default char manager
of EBCDIC instead of ASCII if ASCII was already set to be used
in the current communication stream. |
