SPORADIC -25824 ALTER FRAGMENT ATTACH ON TABLE FRAGMENT BY RANGEINTERVAL
MONTH TO MONTH

Problem description:
Dates show below are DD/MM/YYYY.

The table in question has the following fragment schema:

     fragment by range(datefe) interval(interval(1) month(9) to
month) store in (dbs1)
      partition part_his_stomvt_2009 VALUES < DATE
('01/01/1900') in dbs1

and the alter executed:

      alter fragment on table his_stomvt_2009 attach
his_stomvt_20091001 as
        partition p20091001 VALUES < DATE ('01/11/2009')

Alters like this can sporadically fail with error:

    -25824  The upper limit of the fragment must be aligned to
an interval fragment boundary.

... despite the attached fragment being correctly aligned on an
interval fragment boundary (Nov 1, 2009).
